This is a windows 7 service. It is needed if you are using a tablet PC, but if you are not you can disable this service with no ill affect.

We had an issue with this on a few machines and discovered that if we disbled the Tablet PC Input Service it cured this issue.

I did uncheck the "Use standard Banner" and verified under preferences that I have it set to the custom one we created. I see no difference.
